Kenya is ranked 152nd out of 177 countries on the United Nations Human Development Index. In 2004 life expectancy was just 47.5 years.

The Persons with Disabilities Act 2003 sets out the rights of disabled people and prohibits discrimination in employment, education, access to health care and in the provision of other state services. In 2004 the Kenyan government started to equip public buildings with wheelchair ramps, lifts and accessible toilets but progress is slow.

In 2009 the Government of Kenya established a 200 million Kenya Shillings National Development Fund to support persons with disabilities. Additionally the Minister for Finance, Hon. Uhuru Kenyatta enacted Section 35 (1) of the Act which exempts persons with disabilities who are earning an income from income tax and any other levies on such incomes.
