Uganda

Uganda is ranked 145th out of 177 countries on the United Nations Human Development Index. In 2004 life expectancy was just 48.4 years, with the United Nations estimating that the 40% of people will not survive past the age of 40. The law provides protection for persons with disabilities from discrimination in employment, education, or the provision of other state services, but the government does not enforce the law effectively.
